Stabilization & Modernization

States and districts can use that money to save jobs, fill funding gaps in the budget and potentially pay for construction projects and school modernization (computers, networks, getting broadband, etc.)

Broadband: Always inquire about e-rate discounts

E-rate is a government Initiative to increase broadband access in rural and underserved regions. It provides discount of 20-90% off of service and construction costs.

Integrating technology at the state and district level

Data Management

$250 million in will be offered to states who develop data management systems that measures individual students' long-term learning progress. Systems must effectively collect, report, analyze and use data at state, district, school and classroom level to qualify.

Top 5 Spending Criteria for Program Funding

1. Accountability/Tracking

Administrators will be expected to account for how stimulus spending fits ARRA criteria and improves student achievement.

To get the second round of funding, states must comply with Duncan's Directives to get the second round of funding and be eligible for "Race to the Top" grants. See "Innovation" below for more details.

States will also be required to reporting on teacher and principal evaluation.

2. Innovation

“If you're just filling gaps, filling holes, that will disqualify you from other dollars,” Arne Duncan said.

Duncan's Directives

  • Spend Funds Quickly

  • Improve student improvement through school improvement and reform

  • Ensure transparency, reporting and accountability

  • Invest one-time ARRA funds thoughtfully to minimize “funding cliff”

"Race to the Top" Grants

In 2010, $4.35 billion in grants will be awarded to states and districts who effectively used stimulus funds to:

  • Create college and career-ready standards and assessments

  • Implement comprehensive data systems

  • Increase the distribution of quality teachers and overall improvements toward teacher effectiveness

  • Improve the state's low-performing schools

Basically, Duncan will reward schools that demonstrate success and innovation that can be implemented nationally.

3. Title 1

The purpose of Title 1 funding, “is to ensure that all children have a fair, equal, and significant opportunity to obtain a high quality education and reach, at minimum, proficiency on challenging state academic achievement standards and state academic assessments.”

Programs in math, reading, ESL, special education and any focus that improves student achievement in low income communities are the focus of the program. The ultimate goal is to close the achievement gap.

Program Requirements




  • Instructional strategies based on scientifically based research

  • Professional development

  • Strategies to attract “highly qualified” teachers to “high-need” schools

  • Plans for assisting children make transitions

  • Plans to use state assessments to improve student achievement

  • Additional assistance for low-performing students

  • Plans for integrating the school program with other federal, state, and local programs and services

  • Targeted assistance program groups can include: students with disabilities, students with limited English proficiency, migrant children, homeless students, neglected students, delinquent students, and at-risk students.

  • Extended time programs/outside classroom programs (summer programs and before and after school programs)

  • In-class models, where specialized teachers or extra resources are provided within the regular classroom and integrated with regular activities

  • Conduct an annual review and update of the plan

  • Employ “highly qualified” teachers and paraprofessionals in all instructional positions

  • Strategies to increase parent involvement (including information meetings, School-Parent compacts, parent activities/events supporting child’s/children’s learning, and participation in spending decisions of Parental Involvement fund, etc)

The purpose of the Individuals with Disabilities Education Act and special education is to provide the highest quality of education for students of all abilities. To achieve this, schools need teachers, both specialists and inclusion teachers,who are trained to work with students with disabilities.

Possible uses for stimulus funding:

Obtain state-of-the art assistive technology devices and provide training in their use to enhance access to the general curriculum for students with disabilities.

Provide intensive district-wide professional development for special education and regular education teachers that focuses on scaling-up, through replication, proven and innovative evidence-based school-wide strategies in reading, math, writing and science, and positive behavioral supports to improve outcomes for students with disabilities.

Develop or expand the capacity to collect and use data to improve teaching and learning.

Expand the availability and range of inclusive placement options for preschoolers with disabilities by developing the capacity of public and private preschool programs to serve these children.

Hire transition coordinators to work with employers in the community to develop job placements for youths with disabilities.

The EETT initiative strives toimprove student achievement through the use of technology andhelp all students become technologically literate by the end of the eighth grade.

Uses for stimulus funding:
  • Hardware (including computers, whiteboards, projectors, clickers, etc.)

  • Curriculum-enhancing software

  • Ed Tech teacher training

  • Curriculum development

  • Supplemental online tech, including tutoring and distance learning

  • Tracking success through data analysis

  • Establishing research-based methods that can be widely implemented
